Philippines have long debated the issue on a Federal System of government way before the current administration’s strategy of putting it to an effect. FEDERALISM remains a predominant topic among Filipinos to date with hopes that it shall improve our quality of life and develop a better – sounding economy.
The government has had attempts in the past for a REFORM with which former President Gloria Macapagal – Arroyo strongly recommended in achieving the goals of the proposed Charter Change (CHACHA).
The attempt, however executed, have failed over time despite various hearings because opposition from different sectors believes that the reform will only extend one’s term particularly to that of Arroyo’s.
